Our Approach
Our proven delivery methodology.
From ambiguity to measurable, sustained results — one continuous thread of evidence.
Our approach
A repeatable, framework-grounded method.
A disciplined, five-stage method. Each stage has a defined objective, the activities HQP performs, the artifacts you receive, and explicit exit criteria — so you always know where the work stands and what “done” means.
Backed by over 30 years of hands-on delivery, HQP blends recognized practice with real-world insight to help your teams move forward with confidence.
Stage 1 – Discover
Baseline the current state.
Objective: Establish a shared, evidence-based understanding of the current state, the problem, and the outcomes that define success — before any solution is proposed.
Key activities
- Interview sponsors, process owners, and frontline stakeholders
- Inventory existing processes, systems, data sources, and prior initiatives
- Gather baseline metrics — volumes, cycle times, financials — and context
- Present discovery findings to the sponsor before moving to Analyze

All activities: Facilitate kickoff and align on scope, guardrails, and decision rights · Learn about the initiative you plan to launch: its goals, timing, and expected benefits · Interview sponsors, process owners, and frontline stakeholders · Observe the work firsthand through process walkthroughs and job shadowing · Map the stakeholder landscape and confirm sponsorship, RACI, and cadence · Inventory existing processes, systems, data sources, and prior initiatives · Request data access early and secure privacy and security approvals · Gather baseline metrics — volumes, cycle times, financials — and context · Gauge readiness for change and agree how updates and decisions will flow · Draft measurable objectives and success criteria · Present discovery findings to the sponsor before moving to Analyze
Artifacts you receive: Engagement charter · Problem statement · Current-state summary · Stakeholder register & RACI · Baseline metrics / data inventory · RAID log · Communication plan · Change-readiness assessment · Discovery findings summary · Recommended next steps and scope
In practice: HQP has facilitated governance, stakeholder, and leadership workshops and inventoried processes, systems, and data across a 35,000+-individual program — establishing a documented baseline before proposing solutions.
Stage 2 – Analyze
Map processes and define requirements.
Objective: Turn raw data and observations into validated findings, root causes, and prioritized opportunities that justify the direction of the solution.
Key activities
- Profile and assess data quality, completeness, and reliability
- Model current-state processes and quantify bottlenecks and gaps
- Elicit and document business, stakeholder, and solution requirements
- Size the opportunity and build the fact base for the business case
Show all activities and artifacts
All activities: Consolidate and clean data from disparate sources · Profile and assess data quality, completeness, and reliability · Apply trend, variance, root-cause, cohort, and benchmarking analysis · Model current-state processes and quantify bottlenecks and gaps · Run a gap analysis between today’s state and the stated objectives · Elicit and document business, stakeholder, and solution requirements · Prioritize requirements and opportunities (e.g., MoSCoW) · Size the opportunity and build the fact base for the business case · Pressure-test findings with stakeholders
Artifacts you receive: Findings & insights report · Root-cause analysis · As-Is process maps · Gap analysis · Prioritized requirements register · Opportunity assessment / business case
In practice: HQP has run root-cause and operational-trend analysis that surfaced data-integrity issues before they reached decision-makers, and documented As-Is and To-Be process flows to quantify the gap.
Stage 3 – Design
Target-state and the plan.
Objective: Define a target-state solution and a credible implementation path that satisfies the prioritized requirements and is agreed by all decision-makers.
Key activities
- Generate and evaluate solution options against feasibility, cost, and fit
- Design target-state processes, workflows, and operating-model changes
- Document system requirements, functional specifications, and business rules
- Build the phased implementation roadmap and resource plan

All activities: Generate and evaluate solution options against feasibility, cost, and fit · Recommend a target-state solution and document the rationale · Design target-state processes, workflows, and operating-model changes · Specify the architecture — data models, BI, integrations, and controls · Document system requirements, functional specifications, and business rules · Establish data-warehouse standards and a data-governance strategy · Design role-based access controls, audit trails, and retention controls · Define KPIs, metric definitions, and the measurement approach up front · Produce wireframes, dashboard mockups, or process prototypes · Plan the testing: strategy, coverage, and acceptance criteria tied to each requirement · Build the phased implementation roadmap and resource plan · Develop the change-management, training, and adoption plan
Artifacts you receive: Solution design / target-state blueprint · Functional & technical specifications · Business rules catalog · Requirements traceability matrix · Wireframes & prototypes · Data models & governance standards · Access, audit-trail & retention design · KPI & measurement framework · Implementation roadmap · Change & adoption plan · Test plan & strategy
In practice: HQP has led business-process-modeling initiatives documenting As-Is/To-Be flows, system requirements, functional specifications, business rules, wireframes, and prototypes — and designed scalable data models and role-based access controls while establishing data-warehouse and data-governance standards.
Stage 4 – Deliver
Build, test, deploy.
Objective: Execute the approved plan to build, test, and deploy the solution into the client environment with quality and control.
Key activities
- Build and configure the solution in prioritized increments
- Run QA, validation, and UAT against acceptance criteria
- Establish a champion (super-user) network and deliver role-based enablement
- Execute cutover / go-live and stabilize in production

All activities: Mobilize the delivery team and confirm cadence, tooling, and governance · Build and configure the solution in prioritized increments · Migrate and validate records and data · Run QA, validation, and UAT against acceptance criteria · Track progress against milestones and manage scope, issues, and change · Establish a champion (super-user) network and deliver role-based enablement · Report status on cadence and escalate risks proactively · Build the reports and dashboards defined in the design · Execute cutover / go-live and stabilize in production · Author and hand over process playbooks, runbooks, and SOPs
Artifacts you receive: Tested work products · Test / UAT results & defect log · Training materials · Champion (super-user) network · Process playbooks, runbooks & SOPs · Status reports & change log · Cutover & handover documentation
In practice: HQP has configured and integrated enterprise systems and run full UAT with a defect-management process that cut issue-resolution time — including digitizing 14M+ records with zero business interruption.
Stage 5 – Measure & Sustain
Prove and sustain the value.
Objective: Confirm the solution delivers the intended value, embed it into operations, and set the client up to sustain and build on the results independently.
Key activities
- Measure actual outcomes against the baseline and target KPIs
- Establish governance, ownership, and ongoing data-quality routines
- Coach client teams and transfer knowledge
- Formally close the engagement and agree any ongoing support model

All activities: Measure actual outcomes against the baseline and target KPIs · Conduct a post-implementation review of results, adoption, and value · Monitor performance and tune to close any gap to target · Establish governance, ownership, and ongoing data-quality routines · Create the reports and dashboards that track results against target · Coach client teams and transfer knowledge · Capture lessons learned and document a benefits-realization summary · Identify next-phase opportunities and a continuous-improvement roadmap · Formally close the engagement and agree any ongoing support model
Artifacts you receive: Benefits-realization / outcomes report · Post-implementation review · Lessons-learned register · Governance & maintenance plan · Continuous-improvement roadmap · Engagement closure document
In practice: HQP has benchmarked before-and-after performance in Power BI to prove value realization, and authored the runbooks, SOPs, and scheduled KPI reporting that keep results durable long after go-live.
